Romanian Ministry Faces Criticism Over Toner Procurement
The Romanian Ministry of Internal Affairs (MAI), led by Cătălin Predoiu, plans to spend up to 16,622,557 lei (€3.4 million / $3.82 million) on toner for printers and fax machines over the next two years, as reported by Puterea. According to a public procurement notice posted on SEAP, the framework agreement covers 40 to 10,240 toner cartridges, with daily costs estimated at around 4,700 euros (€4,700 / $5,400), including weekends and public holidays.

The SEAP notice confirms that the agreement is a two-year, single-operator framework contract for supplying toner to the ministry’s central offices in Bucharest. The procurement will be funded entirely from the state budget, with offers to be submitted via SEAP until October 14, 2025. Interested suppliers must comply with detailed legal and financial requirements, including the submission of the European Single Procurement Document (DUAE).
While the official announcement sets out the technical and financial details, the scale of the contract has prompted unease among observers. Beyond concerns about the size of the expenditure itself, some voices have also pointed to limited competition—given that the deal specifies OEM toner—and possible disregard of procurement principles. These criticisms add to broader doubts about whether the ministry is exercising fiscal prudence.
