Foreign Electronic Devices Purchasing Limited in Russia

Russian state-owned firms are limited in buying foreign made electronic devices according to the new regulation.

As reported by, a regulation released in Russia sets a limit to the state-owned companies from buying foreign electronics, including scanners and printers. Meanwhile, the purchase will not be denied unless there are two Russian or Eurasian Economic Union (EEU) producers in bid.

However, a foreign device can be regarded as a Russian product if it is produced as part of a contract between the producer and Russia. They are inevitably regarded as Russian devices when produced in Russia. The rules also apply to software.

The Russian Federal Anti-Monopoly Service criticized that the regulation will cause higher prices without improving product quality. According to the competition regulator, import substitution should be reduced to defense, pharmaceuticals and food.
